Summary:

Coordinate, direct and monitor all plant health, safety and environmental compliance programs, issues and results. Assist the Plant Manager in developing, monitoring and instituting programs and procedures to ensure environmentally sound, safe and legal operation and maintenance of the facility.

Essential Functions:
· Develops and implements policies and procedures necessary to meet requirements of occupational health and safety, corporate health and safety policies, and federal, state, county or local health and safety regulations.
· Arranges for, coordinates, and supervises all OSHA required training.
· Develops and implements industrial hygiene program to meet the requirements of federal and state laws and the corporate health and safety policy.
· Develops, implements, and assists in enforcement of policies and procedures to assure a safe workplace for all employees, contractors, and visitors.
· Maintains compliance with company internal policies and procedures to address loss prevention and control.
· Monitors the plant's operation in compliance with all federal, state, county and local operating permits.
· Administers, maintains and supports the internal plant safety committee.
· Conducts plant health and safety inspections and prepares reports.
· Ability to act as Plant Emergency Coordinator and Safety Committee Director.
· Monitors facility environmental compliance with all permits, requirements and regulations.
· Provides for communication, documentation and reporting to all agencies.
· Develops and maintains accurate filing system for environmental records, safety records, operating logs, test reports and monitoring reports.
· Maintains environmental information systems and communicates non-compliance events, public/media issues, and environmental testing/inspection activities to facility and corporate personnel.
· Assists the Plant Manager in reporting of non-compliance events to federal, state, county, or local regulatory agencies.
· Assists the operation staff in the training of personnel in the use of the plant fire protection apparatus and systems.
· Trains plant personnel in OSHA and company required training classes.
· Assists corporate personnel as directed in ensuring that company and regulatory requirements are met in other WTI facilities.
· Must acquire skills to learn and operate software and hardware for Continuous Emissions Monitoring (CEM) Acquisition Systems.
· Completes the Corporate and Plant Training Programs within the time frame prescribed.
· Follows standard safety procedures, corrects safety and environmental hazards. Reads, understands, and implements lockout/tagout, safety rules, job hazard analyses, operating and maintenance instructions, and procedure manuals.
· Communicates clearly and concisely both verbally and in writing; as well as communicates clearly whether using in-situ intercom system, two-way radio or face to face.
· Anticipates typical problems, identifies potential or recurring problems, and takes appropriate action.
· Assists corporate personnel as directed in ensuring company and regulatory
requirements are met in other WTI facilities.

Education/Experience:
· Bachelor of Science Degree in Engineering or Science, or equivalent, Masters Degree desired.
· Experience with environmental compliance programs, preferably in an electric power generating facility. Experience with CEMs and emissions testing preferred.
· Sufficient knowledge, experience and understanding of occupational health and safety requirements to develop and implement related policies and procedures, CIH and CSP certifications preferred.
